Bizarre overly carved chair with face gargoyles and bird feet

Inherited this beauty, it was abandoned in a house that my husbands parents bought many years ago. They re-upholstered it in the 70's (I think). It is quite ornate and kind of scary. The faces have what appears to be chains against its cheeks or some kind of tatooing.
