Chair found at yard sale

I found this chair at a yard sale in Annapolis, MD. The family selling it had purchased it sometime ago at an estate sale. A friend says she thinks it's from the 1890's and may have been a custom piece due to the odd proportions. Any help with identification or period constructed would be appreciated. At the end of the day, I love the piece and this inquiry is more for my curiosity.
