French Bustle Armchair?

These chairs were bought at a chicken auction. They look old. I got some information that they are from the mid 1800s. He said the reason for the funny shaped arms is for a lady's bustle dress. The padding inside looks really old. I had an Upholstery shop for years. I've never seen padding quite like this. Does anyone have any info on them?
