Is this a piece of Antique Furniture - Childrens Furniture?

Hi,
The previous home owner left this piece of furniture behind. It measures 29 1/2 inches wide, 28 inches tall, and 15 1/2 inches in depth. There are no markings of any kind that I have found. The only thing that says it might be an antique is that the knobs and wheels are porcelain. Any help is greatly appreciated.
