Made of brass and glass - what is this?

Unique stand
I purchased this at a garage sale. It is a very unique stand designed for some purpose. It is 23" high (not counting handle) and 12" across. It is 5-sided and made of brass with glass inserts. There are two shelves inside, but bottom shelf has a hinged lid for "secret" storage below the shelf. There are three containers which hang on the rim of the "bowl" on the top of the stand. The containers are three different shapes/sizes and two have hinged lids. I've had some people guess at it's use, but no one who has seen it knows what is is used for. Can you help me?
