Secretary Bar Cabinet?

I'm trying to figure out as to what this piece of furniture is exactly and the time period when it was made. I was told it's a "secretary bar cabinet" because in the top part it has 3 mirrors inside with six large pins, a desk like part in the middle with little drawers, and a storage part on the very bottom. Also, I cannot find who made this piece after looking everywhere inside and out. Does anyone know what this is?
