What year and maker for my china hutch.

My mother who is almost 60 has had this china hutch in storage and she wanted to get rid of it. So I told her i wanted it. She said that it was her grandmothers. I was wondering if anyone can help me find out what year it was made, the creator, and where it was made. It has a stencil in the back of NO.490 then two faded numbers and then 652 ...Thank you for your help.
